Should I send an intake form before or after the first call?

Before. The value is that you arrive at the call already knowing budget, timeline and who approves the work, so the conversation is about fit and approach rather than fact-finding. Sending it afterwards turns it into paperwork.

Is it rude to ask about budget upfront?

No, and avoiding it costs you more than asking. Without a budget range you can spend hours scoping and quoting work the client was never going to pay for. Offering brackets rather than asking for an exact figure makes it much easier to answer.

How long should client onboarding take?

Two to five working days from the client agreeing to you starting work, most of which is waiting for a signature and a deposit to clear. Your own effort is closer to an hour once your templates exist.
